When every little city council has more power than they know what to do with, the tendency is NOT to see how they can best manage it - it's to see how far they can take it.
After all, what good is power if you don't USE it?
And this seems to be pushing the limits a bit far.

Der Guvernator just outlawed the use of trans-fats by restaurants in all of California. That seems pretty over-reaching.
The polloi are still free to cook with trans-fats at home. (For the moment.) And I feel sure that elite persons will still be able to find a discreet establishment willing to cook your dinner in that naughty-but-so-delicious way. You'll just have to know where to find a --
