The removal of 550 metric tons of "yellowcake" _ the seed material for higher-grade nuclear enrichment _ was a significant step toward closing the books on Saddam's nuclear legacy. It also brought relief to U.S. and Iraqi authorities who had worried the cache would reach insurgents or smugglers crossing to Iran to aid its nuclear ambitions.

Yeah, we knew he had that all along. It was under UN seal since 1991.
You may think that the mere presence of this documented and sealed material is somehow proof of an active nuclear weapons program, but not even Dick Cheney seems to be claiming that. I've only seen the claim on rightwing blogs

Of course he had no nuclear ambitions. That's why he was negotiating with Niger, so he could keep yellowcake out of the terrorist market.
