There's a fair overview of platforms at Macworld: Feature: A blog for everyone
I use Moveable Type software from SixApart, and 1and1.Com for hosting. I use their Business plan - which has 250 GB web space and 2.5 terabytes monthly data transfer.
(Like I need it. Heh.)
The MT software needs to be installed, but it's a fairly easy walkthrough. You DO need to be able to read instructions and follow them. But then, if you don't read you probably aren't going to blog...

What, RTFM *first*?
Nay, that is for mere mortals, and such are the last... the very last when all else has failed... way to address a problem. I can remember the day when instructions were in hard bound tomes... then in looseleaf notebooks... then spiral bound and easy to dispose of... then in a fold-away laminated instruction set... then on mere paper folded away and lost... then on a 3x5 card done in 6 languages and incomprehensible in each.
Computers from when they would last decades to now when their programs last months, if not weeks.
The cry of RTFM! is heard throughout the land. Now find that 3x5 card...
